Why Your Septic System is a Legal Responsibility

For homeowners in Snohomish, Skagit, and Island Counties, managing a septic system isn't just about avoiding a messy backyard—it is a legal requirement. Under Washington State law (WAC 246-272A), every property owner with an on-site sewage system is responsible for ensuring it functions correctly to protect our local groundwater and the Puget Sound ecosystem.

A common misconception we hear in the field is, "I don't need an inspection; I just had it pumped last year."

Pumping is simply removing the solids from the tank. While necessary, it is not an inspection. A professional inspection evaluates the structural integrity of the tank, checks the baffles (which keep solids from escaping into your drainfield), tests the pumps and floats, and assesses the health of the drainfield. Pumping removes the waste; an inspection ensures the system is actually working.

Local Programs: Saving Money in Your County

  • Island County (HOST Program): For those on Whidbey or Camano Island, the Homeowner Septic Training (HOST) program allows you to become certified to perform your own inspections on conventional gravity systems. There is a small fee and an exam, but it’s a great way to stay involved in your home's maintenance.
  • Skagit County: Like Island County, Skagit offers workshops that can qualify owners of simple gravity systems for DIY inspection certification.
